agreeing the a ceasefire with the rebels in libya. we'll see exactly what his word is worth there. sunday night baseball has the red sox looking like a major league baseball team. highlights ahead. first let's get to the news at 30 rock in new york city t. white house is announcing that president obama will lay out a plan to address the country's long-term deficit on wednesday. this comes days after friday's short-term budget agreement. on "meet the press" yesterday, david pluf offered a preview of the president's plan. >> the president has been very clear from the state of the union address on that we need to come together in this country, people in both parties in congress to reduce the deficit. we have to decide, and it's going to be a tough fight. how will we reduce the deficit, get on a more sustainable fiscal trajectory -- >> we have some of the broad outlines of the plan that include an -- expected to include a reduction in the growth of medicare and medicaid,

but less ag gre sive ones than those proposed last week by paul ryan. changes to social security will be on a long-term basis. the president will call for tax hikes for those making over $250,000, the so-called bush tax cuts he helped to extend in the lame duck session. also a plan to revise the tax code, sections that he say benefit the wealthy. his proposal comes on the heels of the long-term budget offer last week by paul ryan which claims to slash roughly $6 trillion in the coming decade that would privatize medicare and cut medicaid spending. last year plouffe threw water on the plan. >> is this plan, congressman ryan's plan dead on arrival? >> certainly the president is not going the support a lot of what's in that plan. >> any chance that this gets passed? >> it may pass the house. it's not going to become law, and i don't think the american people are going to sign up for

something that puts most of the burden on the middle class, people trying to go to college, on senior citizens while, not just asking nothing of the wealthy, giving them at least a $200,000 tax -- that's a choice you're making. >> later on "meet the press" paul ryan defended his budget proposal. >> there's four things we're trying to do with the budget, get the economy growing, get people back to work, save our social security, medicare, retirement programs for this generation and future generations. we want to give our children a debt-free nation. that's what this plan does. i think that's what the country wants. >> the deficit talk comes as yet another deadline looms on the debt ceiling. as of today the national debt is $4.28 trillion. next month it will rise to $14.29 trillion. the previous limit set by congress. if a debt extension is not voted on, the u.s. could default on its debt. plouffe weighed in on the importance of congress raising the debt ceiling. >> the debt ceiling is something

that has to be raised every once in a while. it's something the speaker of the house john boehner said if we didn't raise it, would bring a financial disaster both in this country and around the world. it could be a catastrophic failure form united states economy if we didn't raise sglit senator jeff sessions, the top ranking republican on the budget committee said he'll take up the issue of the debt ceiling to seek further cuts to spending. >> the president just can't waltz in and say we're going to have a debt crisis if you don't raise the debt limit, congress, and we're not going to have any changes, and i'm not going to support any changes. he's going to have to meet congress halfway. >> republicans and democrats are reflecting on friday's 2011 budget deal. the 11th one. plouffe portrayed the compromise as a win for the american people, while eric cantor t republican, blamed the president for delaying the deal. >> it obviously went up to the wire. i actually think it was a good moment moving forward here. our leaders in both parties on

behalf of all americans showed they could come together, compromise, compromise, by the way, cannot be a dirty word. it's the way we'll move forward adds a country in divided government. >> i sit here and listen to david plouffe talk about their commitment to cut spending and knowing full well for the last two months we've had to bring this president kicking and screaming the the table to cut spend sglg many republicans have misgivings. congressman mike pence says he will not vote for the bill. >> house republicans needed to pick a fight. i think john boehner fought the good fight. i think he drove a hard bargain. i want to see the details. from what i know it sounds like boehner got a good deal, probably not good enough for me to support it. >> remember mike pence told us on "morning joe" last week he was willing to hold up the federal budget over the issue of planned parenthood. he denied that yesterday.

congressman jim jordan tells the "huffington post" he doesn't think john boehner will be able to pass funding deal through the house without votes from democrats. breaking news this morning, a magnitude 7.1 magnitude earthquake rattled japan one month to the day after the devastating 9.0 magnitude quake and tsunami that killed nearly 25,000 people. a three-foot tsunami warning has been lifted. this is the second aftershock of this magnitude in less than a week. there are new reports the government is considering expanding the nuclear evacuation zone. radiation levels remain high and workers seem no closer to restoring the cooling system. hundreds of thousands are still without homes and more japanese may be displaced now as they widen if zone. turning to libya where there are reports that moammar gadhafi has accepted a ceasefire n. a statement, the afghan union says gadhafi agreed to what it calls roadmap to end the violence.

the plan also calls for free delivery of humanitarian aid as well as the start of a dialogue between the government and rebels. members of the african union will present the plan to libyan rebels today. this is a move that comes amid fresh fighting in ajdabiya yesterday where nato air strikes reportedly killed 20 gadhafi loyalists and helped the rebel army maintain its stronghold in the eastern lynnian city. rebels previous live criticized the nato response as too slow but the operation is, quote, improving and we shall see in the cog coming days if the ceasefire means anything. president hosni mubarak is speaking outhd for the first time. demonstrators gather in tahrir square demanding a probe into his wealth be ramped up. it has been rumored that mubarak has millions and millions of dollars stashed away. and in an audiotape response

obtained by al-arabiya, mubarak says i have been pained from false allegation aimed at hurting my lepation and questioning my integrity. meanwhile in syria four protesters were killed yesterday in a key port city as security force tsz and pro government gunmen sealed off the sit tichlt more than 170 people have reportedly been killed during three weeks of protests in that country. a group of persian gulf countries are again offering to mediate the ouster of yemen's president abdullah saleh. the coalition known as the gulf cooperation council says saleh should transfer power to his vice president and they call for a formation of a unity government to be led by the opposition. back here in the states, it was a dangerous weekend of weather in the midwest. last night tornadoes touched down in wisconsin, destroying more than 25 homes and seriously injuring a couple of people. this comes after a major twister nearly reduced an iowa town to rubble. the weather channel's chris

warren has that story. >> reporter: a quarter mile wide twister tore through western iowa. storm chaser andrew gabrielle son was right in its path. >> it happened so fast. we blew out the back window. we had a dust swirl. before we knew it, we had a full-blown large tornado on the ground are. >> reporter: with winds up to 165 miles an hour, the tornado plowed through the small town of maple ton injuring 14 people, uprooting hundred-year-old trees and virtually flattening 12 city blocks. the violent storm comes after days of summer-like heat in some parts of the country, while many others saw unusual cold. >> this time of year we often see these huge temperature swings driven by a jet stream that is moving from the winter mode into the summer mode. the battle between the warm and the cold is what's helping to fuel these severe storms. >> reporter: a separate system tore through the southeast bringing golf ball-sized hail to

there was a warning, they were think ag two meter wave that didn't materialize. >> that was the big fear. >> it was looking bad, now looking a little better. stateside we have our own problems, with all the tornadoes over the weekend, merrill, wisconsin got nailed. those pictures haven't come in yet. we'll get those during the morning. reports of 20-some homes destroyed with a couple serious injuries. no fatalities as of now. as this morning is going on, texas got hit hard, too, not so much with tornadoes, but damaging wind and hail rolled through dallas. now the strong storms are heading into areas of arkansas. during the day today, a lot going on. the eastern seaboard, it's going to feel like summer. we could be mid 80s in washington, d.c. all of the sudden, a one-day blast of hot air. the cold front will come through with big thunderstorms and clear out. the forecast today, be prepared form storms in buffalo and pittsburgh. the storms don't arrive in new york and philly until after dark, probably not until midnight. a very warm summer-like day. down in the southeast we'll watch strong storms there.

roller coaster ride. it's spring. it's going to feel like summer and then back to feeling like spring again. >> pushing 80 degrees in new york city. let's turn to sports now. we begin with a pretty memorable final day at augusta. 21-year-old rory mcilroy entered sunday with a four-stroke lead and watches it quickly slip away. on five, the easy putt for far. on the back nine, an errant tee shot flies off the fair way into the trees, lands up between the cabins. hit another tree two shots later and finally, finally eventually will find the putting surface, finishing with a triple bogey that all but knocked him out of contention. a meltdown for the 21-year-old. a four-putt double boeing any. he shot an 80 in the final round tieing for 15th, shooting a 43 on the back nine. tough day, but he'll have many

more. with mcilroy faltering, tiger woods went on a furious run. on eight, a tremendous second-shot approach here. dances in to the pin for him. that set him up for an eight-foot eagle putt and he drains wit the signature fist pump. he goes to ten under, he was tied for the lead t. second shot on 15, just an obscene golf shot, sets him um for another eagle putt and a chance to grab the lead on his own. tiger struggled from that distance all day. putter was not with him on augusta. on 16 after a nice tee shot he missed the birdie and showed a little frustration. he needed that one to stay in the hunt, an incredible rally by tiger electrified the crowd. he shot a five under 67, finished tied for fourth place. so somebody had to step up and win. adam scott made a nice run. but it was this guy, 24-year-old south african charl schwartzel

delivers. on 167 he drains the second straight birdie. this one on 18 with a bun-stroke lead, puts it away, a 15-footer, charl schwartzel birdieing the last four to win his first major tournament. mickelson helps him slip on the green jacket. schwartzel with a six under 66. afterwards showing a little sympathy for rory mcilroy's sudden collapse on sunday. >> he's such a good player. golf is a really funny game. one moment you're on top of it and the next it bites you. >> congratulations to schwartzel. as for tiger, he's gone 11 major championships without a victory. after the tournament tiger said he got off to a good start, hit the ball well all week, but said he should have easily shot three or four under on the back nine. again, a great charge that made it a great sunday at augusta. yankees and red sox at the sunday night game at fenway. as mike barnicle said, boston

needed this one. they went to josh beckett, striking out derek jeter here in the fourth. he gets mark texeira swinging in the sixth. chamberlin pitching, scoot row rips a double to left. beckett didn't need anything else, he went eight innings, ten strikeouts, no runs, red sox win 4-0 and take 2 of 3 from the yankees. coming up on the top of the hour on "morning joe," the president will jump into debate over the long-term debt. he's expected to announce his own plan on wednesday, a counter to the one we heard from paul ryan and republicans last week. full analysis of the white house strategy coming up on "morning joe." when we come back here, we'll huddle up around the water cooler where on friday a united states congresswoman used the lyrics from the white stripes to help avert a government shutdown. does jack white get credit for the deal that was done? we'll explain.
